Are research peptides legal in the Netherlands? (2026)
Research peptides in the Netherlands: the Geneesmiddelenwet, the IGJ's 2026 orders, customs rules and what to check. Plain language, dated, sourced.

Short answer: No Dutch law bans research peptides as substances, but anything presented for human use is a medicine under the Geneesmiddelenwet and needs a marketing authorisation, so selling, importing or stocking it without one is an offence. In 2026 Dutch regulators said a "research purposes" label protects no one, and the IGJ ordered a web shop to stop selling unlicensed medicines; published enforcement targets sellers and parcels, not individual buyers.

How does Dutch law treat research peptides?
There is no peptide-specific law. The dividing line is the definition of a medicine in article 1 of the Geneesmiddelenwet, copied from EU Directive 2001/83/EC: a substance is a medicine if it is presented as suitable for treating disease in people, or intended to be given to people to change a body function. The same vial can land on either side depending on how it is sold.
A reagent sold for laboratory work, with no health claims and no instructions for use in people, is a chemical. A vial presented for human use is, in the regulators' reading, an unlicensed medicine. Licensing of real medicines sits with the CBG-MEB; enforcement with the IGJ.
Does the "research use only" label protect anyone?
Not on its own. In April 2026, taking 43 websites selling designer drugs offline, the IGJ and NVWA wrote that sellers try to dodge the law with disclaimers such as "voor onderzoeksdoeleinden". On 6 August 2026 the Douane added that once a substance falls under a law, research purposes "play no role". On 13 February 2026 an IGJ spokesperson told BNR that offering medicines without a marketing authorisation is illegal "even with terms such as for research purposes".
Research use only describes how a supplier presents a product. It is not a permission slip.
Is it illegal to have peptides at home?
The Geneesmiddelenwet has no stand-alone offence for holding a medicine for personal use. Its prohibitions target the supply chain: article 18 requires a licence to make, import, stock, offer or supply medicines, and article 40 bans stocking, selling, supplying or importing a medicine without a marketing authorisation. Both are economic offences under the Wet op de economische delicten, where intentional breaches carry up to six years in prison.
Article 40(2) says "in voorraad te hebben" and is not limited to traders. We found no published case applying it to a private buyer with a few vials. That is an observation about enforcement, not an exemption.
What did the IGJ actually do in 2026?
It moved from warnings to orders. On 18 August 2026 the IGJ ordered the web shop Peptidekoning (also trading as PurityBase and De Koning) to stop supplying medicines containing retatrutide, tirzepatide and semaglutide, citing reports of harm, an experimental medicine with no authorisation, and falsified versions. On 31 August it added a penalty of 10,000 euro a day, capped at 200,000 euro, after finding the products still on sale on 20, 21 and 24 August.
Earlier, on 30 March 2026, KRO-NCRV Pointer had the LUMC test products from Dutch web shops. All contained more active substance than the label said, some many times more. That is the quality problem the law exists for.
What happens at customs?
A parcel from outside the EU, including the UK since Brexit, is an import and is cleared by Dutch customs. The Douane's handbook says importing medicines by post or courier requires a licence under article 18; the traveller exemption does not cover mail. Since 1 July 2026 there is no duty exemption below 150 euro: a flat 3 euro duty per product category applies on top of 21 per cent VAT and a clearance fee. Illegal medicines found in post are seized and destroyed.
A parcel from another EU country is not an import. There is no declaration, duty or clearance. The Douane still checks post within the EU, and article 40(2) covers bringing in an unlicensed medicine by any route. Intra-EU means less friction, not a legal vacuum.
| Scenario | What the law says | Source |
|---|---|---|
| Reagent from an EU supplier, no health claims, no instructions for human use | Not a medicine by presentation; free movement, no customs step | Geneesmiddelenwet art. 1; Directive 2001/83/EC art. 1(2) |
| Shop presents the vial for human use | Unlicensed medicine; seller breaches art. 40; IGJ orders and penalties | IGJ order, 18 August 2026 |
| Medicines by post from outside the EU | Import needs a licence; traveller exemption excludes mail; parcel destroyed | Douane handbook; Geneesmiddelenwet art. 18 |
| A few vials held at home | No specific possession offence; art. 40(2) broadly worded; no published enforcement against private buyers found | Geneesmiddelenwet art. 40(2) |
What to check if you buy as a reagent
Four things separate a research supplier from a grey shop: a batch-specific report from a named lab you can verify, stock physically inside the EU, a payment method you can dispute, and product pages without health claims or instructions for use in people.

| Supplier | Ships to the Netherlands from | Stated delivery | Batch reports | Payment |
|---|---|---|---|---|
| Vitality Peps | Spain or the Netherlands | 1 to 4 working days | Janoshik, every listed compound, with measured mass | iDEAL, Bancontact, cards, wallets, crypto |
| Primal Peptides | Netherlands | 1 to 2 days | Janoshik | SEPA, crypto |
| Smart Peptides | Germany | 2 to 5 working days (EU) | Janoshik, plus endotoxin and metals on current batches | Bank transfer, crypto |
| Baltic Peptides | Lithuania | Same-day dispatch before the cut-off | Janoshik | Card referred to |
Where VP is strongest for Dutch buyers: iDEAL and card payments you can dispute, stock in the Netherlands as well as Spain, and measured mass next to the label for every listed compound. Primal is cheaper and faster inside the Netherlands; Smart Peptides publishes more tests. Full detail: six EU suppliers compared and our vendor checklist.
One more thing Austria's BASG spelled out in May 2026: regulators read the whole shop, not the sticker. It named pens, injection solutions, nasal sprays and powders for dissolving among the products it looked at, and said the overall context of a web shop decides whether a "research" product is really meant for people.
The legal question is the small one
Whether you can buy a vial is a lot less interesting than whether it would do anything for you. Check the evidence grade on our graded peptides hub. Start with your own numbers via the bloodwork guide or the 2-minute check. And if you want it run properly, with a doctor in the loop where it belongs, look at coaching.
Frequently asked questions
Is buying research peptides legal in the Netherlands?
Buying a peptide sold as a laboratory reagent is not an offence and needs no licence. Buying a product presented for human use means buying an unlicensed medicine; sellers are the main target, but buyers have no statutory exemption.
Will the police come after a private buyer?
Public sources report no raids or prosecutions of private individuals for a few vials. Published enforcement in 2026 took three forms: orders against sellers, websites taken offline and parcels seized. Large quantities look like trade and change that picture.
Is BPC-157 an approved medicine in the Netherlands?
No. BPC-157 has no marketing authorisation in the Netherlands or anywhere in the EU. No supplier can lawfully sell it for human use.
My parcel is held at customs. What now?
Parcels from outside the EU sit with the carrier, which files the declaration. If the contents are medicines, giving details does not make the import lawful, because mail imports need a licence. If a letter follows, talk to a lawyer before answering.
Does ordering from inside the EU make it legal?
It removes customs, not the medicines law. A reagent moves freely; a product presented for human use is unlawful whichever route it takes.
